Canadian Experience Class draw records the lowest CRS score, i.e., Immigration, Refugees and Citizenship Canada (IRCC) has held another Express Entry draw, issuing a large number of invitations to apply (ITAs) for permanent residence.
In the latest draw, IRCC invited 5,000 candidates under the Canadian Experience Class (CEC) stream. This draw is important because it recorded the lowest CRS cut-off score for CEC candidates so far in 2025.
To be eligible for this draw, candidates needed to meet the following conditions:
- A minimum Comprehensive Ranking System (CRS) score of 515
- An Express Entry profile created before 6:58 p.m. (UTC) on September 9, 2025

This recent draw is the second CEC-specific draw in just two weeks. Together, IRCC issued 11,000 ITAs to Canadian Experience Class candidates through these two draws.
Normally, IRCC conducts Express Entry draws every other week. Because of this, today’s draw came as a surprise to many candidates. It also breaks a recent pattern where CEC draws issued only 1,000 ITAs and had very high CRS cut-off scores.
The drop in the CRS score to 515 is especially important. It is now the lowest CRS score for a CEC draw in 2025. Before this draw, the lowest CRS score seen for the Canadian Experience Class this year was 518.
This suggests that IRCC may be working to invite more candidates who already have Canadian work experience and are well settled in the country.
Fifth Express Entry Draw Held In December
Well, it is important to note that this is the fifth Express Entry draw in December alone. It follows:
- A Provincial Nominee Program (PNP) draw on December 15
- A healthcare and social services draw on December 11
- The largest CEC draw in the last 16 months, held on December 10
So far in 2025, IRCC has issued 111,998 ITAs through the Express Entry system.

Throughout the year, IRCC has mainly focused on Provincial Nominee Program (PNP) draws. Other invitations were issued to candidates in the Canadian Experience Class, French-language proficiency category, and priority occupation groups.
