An Overview of the Provincial Nominee Program

PNP participation is active in every province and territory except for Quebec and Nunavut. Operating under a separate arrangement with the federal government, Quebec has total sovereignty over who it chooses as economic immigrants. Nonetheless, IRCC has the last say over permanent residency for those selected by Quebec.
The yearly Immigration Levels Plan sets forth the overarching goal for admitting permanent residents under the PNP. Canada plans to admit 110,000 new immigrants under the PNP in 2024, with an additional 120,000 annually in 2024 and 2025. These targets are further refined by the IRCC, which distributes them among the provinces according to economic and population factors.
The systematic allocation of immigration opportunities aligns with each province’s economic and demographic needs. While provinces actively select candidates through the PNP, the IRCC’s supervision ensures a cohesive and coordinated immigration administration in Canada.

Ontario
Using the Ontario Immigrant Nominee Program (OINP) and the Express Entry: Human Capital Priorities stream, Ontario sent invitations to 2,359 individuals on December 14. Each applicant had a profile in the Express Entry application pool and satisfied the eligibility requirements with a CRS score between 473 and 480.
The focus of this draw was on candidates specializing in specific technology occupations.

British Columbia
Over 192 individuals received invitations to apply in the five draws conducted on December 12 through the BC PNP. The largest draw, with 73 applicants, had no specific occupation requirement. Candidates applying through the Skilled Worker and International Graduate programs needed a minimum score of 116 for consideration, while entry-level and semi-skilled candidates required a score of 95 to receive an invitation.
The four draws that remained concentrated on candidates in specific professions. One draw focused on candidates in construction occupations, determining eligibility based on a minimum score of 75. In the last three draws, candidates needed to achieve a score of 60 for consideration.
Specifically:
- Early childhood educators and assistants draw included 61 candidates.
- Healthcare occupations draw encompassed 27 candidates.
- The draw for other priority occupations involved less than 5 candidates.
Quebec
Quebec officially unveiled the outcomes of a draw conducted on December 7 for the Quebec Skilled Worker Program. To be considered, applicants had to attain a minimum score of 604.
Manitoba
On December 14, three lotteries were conducted in Manitoba as part of the Manitoba Provincial Nominee Program (MPNP).
The initial draw targeted 160 Manitoban skilled workers who had successfully completed their post-secondary education in the province. To qualify for participation, applicants in this category needed to attain a minimum score of 774. Notably, individuals in this group indicated that either they or their spouse had completed their tertiary education in Manitoba.
The second draw focused on 62 applicants from the International Education track.
In the third draw, 61 candidates from the Skilled Worker Overseas category received invitations, requiring a minimum score of 714 for eligibility.
Alberta
Alberta has unveiled the outcomes of a draw conducted under the Alberta Advantage Immigration Program, specifically targeting 19 Express Entry candidates eligible for the Dedicated Healthcare Pathway with an Alberta job offer. To be considered, candidates needed to attain a CRS score of 300 or higher.
The government anticipates that processing applications through this stream may take approximately three months. This dedicated pathway aims to streamline the immigration process for healthcare professionals who secure job offers in Alberta.
