To tackle labor shortages, Canada will launch a Recognized Employer Pilot for Temporary Foreign Workers (TFW) in September.
The Recognized Employer Pilot (REP) is a strategic effort launched by the Canadian government within the context of the TFWP. Its goal is to reduce labor shortages and streamline processes for businesses that employ Temporary Foreign Workers (TFWs). The initiative specifically targets companies who have a track record of adhering to TFWP standards. And they are looking to reduce administrative difficulties.
Eligible employers will benefit from extended validity for LMIAs of up to 36 months through REP. Employers benefit from more stability in labor planning as a result of this extended length. Furthermore, the initiative provides the added benefit of a shortened LMIA application process, which reduces administrative expenses for participating firms.
An LMIA is a critical labor market evaluation that Canadian firms are required to conduct when recruiting foreign workers under the TFWP. The major goal of this assessment is to determine the lack of available local Canadian labor. To fill the job roles for which foreign recruitment is being pursued.
In accordance with the Canadian government, these initiatives will help eligible companies plan their labor needs. As well as reduce LMIA applications over the next three years. In addition, recognized employers will benefit from Job Bank certifications, which demonstrate their status to prospective employees.
Canada will launch a recognized employer pilot for TFW – Streamlined LMIA Process
To be eligible for the Recognized Employer Pilot (REP), employers must have received at least three positive LMIA for the same occupation in the previous five years. These occupations were chosen from a shortage list developed using data from the Canadian Occupational Projection System (COPS). This criterion is intended to ensure that employers with a track record of effective recruitment procedures are targeted by the REP.
Employers who fit the criteria will be subjected to a more stringent first assessment based on their track record with the Temporary Foreign Worker Program (TFWP). This rigorous review procedure is intended to ensure that the REP focuses just on employers known for upholding high-quality recruitment standards.
The REP will be implemented in two discrete phases. Primary agriculture employers will be able to submit applications beginning in September 2023. Following that, beginning in January 2024, all other employers from various industries. It will be able to apply for participation in the program.
September 2024 is the deadline for REP employer applications.
Future LMIA applications for employment on the COPS list should be streamlined for employers who are REP-eligible.
Also, participating employers should expect fewer points of contact with the Department of Employment and Social Development (ESDC) during the pilot due to the streamlined LMIA forms that allow them to hire more temporary foreign workers.
The REP is listed as one of the measures being used by the Canadian government to improve the TFWP.
The ESDC plans to provide stakeholders with technical briefings regarding the REP and application process. It promises to provide more information soon.
