Canada sets new credential recognition goals for 2026-27, as Employment and Social Development Canada (ESDC) plans to create 58 agreements to support around 32,000 internationally trained professionals (ITPs) this year.
These steps are very important for newcomers who want to work in Canada in their own field.
The federal government’s Foreign Credential Recognition (FCR) Program is one of the main ways Canada supports skilled newcomers. It helps them use their education and work experience in the Canadian job market.
Key Targets And Program Details
Many of the FCR program efforts are not new. However, the yearly target of 58 agreements and support for about 32,000 professionals gives a clearer picture of the government’s plan.
Most of these agreements will focus on the healthcare and construction sectors. These are two areas where Canada needs more workers. Other agreements will also include system improvements to make the process easier.
In this program, “agreements” means funding partnerships between the federal government and other groups. These groups may include provinces, territories, regulatory bodies, national associations, and credential assessment agencies.
These partner groups run programs that help internationally trained professionals find jobs in Canada. When there are more agreements, more newcomers can get help and start working faster.
These programs offer services such as:
- Faster credential recognition
- Help with FCR loans
- Guidance on how to find jobs
- Support to gain Canadian work experience
An FCR loan is a special type of loan for newcomers. It helps them pay for costs related to getting their credentials approved in Canada.
These loans usually range from $15,000 to $30,000. They can be used for:
- Licensing fees
- Exam costs
- Extra education or training
- Tuition and study materials
Along with loans, newcomers also receive support like career advice, mentorship, job training, and help with job searches.
New Action Fund To Improve The System
Another major step in the 2026–27 plan is the Foreign Credential Recognition Action Fund.
The federal government has promised to invest $97 million over five years, starting in 2026–27.
This fund will help ESDC work closely with provinces and territories. The goal is to improve how foreign credentials are recognized across Canada.
The main focus areas of this fund are:
- Fairness
- Transparency
- Faster processing
- Consistency across regions
Healthcare and construction jobs will again be the main priority.
This Action Fund was first announced in Budget 2025. It was officially introduced on October 27, 2025, and will be funded using existing government resources.
Other Plans To Support Skilled Newcomers
The Canadian government is also working on solving bigger problems that stop skilled newcomers from working in their field.
In its 2026–27 Departmental Plan, Immigration, Refugees and Citizenship Canada (IRCC) shared that it will continue working with ESDC and local governments. The aim is to remove barriers for internationally educated professionals, especially in regulated jobs.
There is also a new plan being developed through the Foreign Credential Recognition Action Group. This plan focuses on reducing delays and making the process smoother for newcomers.
In Canada, credential recognition is not handled by one authority alone. Provinces, territories, and professional bodies often control licensing rules, especially for regulated jobs like healthcare and skilled trades.
The federal government’s role is to:
- Work with these partners
- Provide funding and support
- Make the system easier to understand
This is why recent plans focus not only on funding programs but also on improving the overall system.
Current Support Services Available
Canada already offers several support services to help newcomers before and after they arrive.
One important service is IRCC’s pre-arrival support. This allows approved permanent residents to prepare for jobs before coming to Canada. They can get help with:
- Job search preparation
- Credential recognition steps
- Understanding the Canadian job market
FCR loans are also already available and widely used by newcomers.
In addition, Canada has an online Foreign Credential Recognition Tool. This tool helps users:
- Check if their job is regulated in a province
- Find the correct licensing authority
- Understand what steps are needed to work in their field
These services make it easier for newcomers to plan their careers and settle in Canada successfully.
