Over the past two weeks five Canadian provinces released provincial immigration results through their PNP. With the Provincial Nominee Programs (PNPs), the provinces of Ontario, British Columbia (B.C.), Prince Edward Island (PEI), and Manitoba have invited residents to settle there. Additionally, Quebec has announced the results of two rounds of invitations through its provincial immigration system since February 17.
Local governments oversee PNP to attract foreign nationals who can meet the labor force and demographic needs unique to their areas, with the exception of two Canadian provinces and territories.
Five Canadian provinces released provincial immigration results
Ontario
Under the province’s PNP, the Ontario Immigrant Nominee Program (OINP) awarded 2,583 NOIs to qualified candidates on March 1. Also, these candidates were part of the Skilled Trades stream. As the name of the stream suggests, this draw was intended for candidates in various skilled craft occupations. In Ontario’s March 1 draw, all chosen candidates received CRS scores between 350 and 424.
British Columbia
British Columbia has conducted multiple provincial immigration draws since February 16, 2024. On February 21, the British Columbia Provincial Nominee Program (BCPNP) held two draws: one for general nomination and another for specific occupational categories under its Skilled Worker, International Graduate stream, which includes the Express Entry British Columbia (EEBC) option. The draws began with dual draws on February 21. The following are the results of the February 21 BCPNP draws:
General Draw result
69 invites were sent out on February 21 as a result of the BCPNP’s general draw. These invites were sent out in five different streams, each requiring a minimum score of 126, with the exception of the “Entry Level and Semi-Skilled” category, where applicants need a minimum score of 99 in order to be invited to the province by the BCPNP.
- Entry Level and Semi-Skilled
- International Graduate – EEBC option
- Skilled Worker – EEBC option

- Childcare occupation candidates received 70 invitations (60 points).
- Construction occupation candidates were issued 32 invitations (75 points).
- Healthcare occupation candidates obtained 41 invitations (60 points).
- Veterinary care occupation candidates received fewer than five invitations (60 points).
Draw held on February 27
The BCPNP, which offers the EEBC option, held a draw on February 27 to choose candidates for its Skilled Worker: International Graduate Stream. Invitations were sent out through this draw. The results of the draw were as follows:
- Candidates in childcare occupations received 45 invitations with a minimum score of 65.
- Candidates in construction occupations were issued 12 invitations with a minimum score of 80.
- Candidates in healthcare occupations obtained 41 invitations with a minimum score of 65.
- Candidates in “tech” occupations received 90 invitations with a minimum score of 108.
- Candidates in veterinary care occupations received fewer than five invitations with a minimum score of 65.
Quebec
The results of two lotteries performed on February 8 and February 22 as part of the province’s immigration program were recently made public by Quebec. These draws gave invites to various cohorts of candidates, each chosen according to certain qualifying standards.
It is important to note that Quebec does not run a PNP. This is because of the unique agreement the province has with IRCC, which permits local governments to continue having control over economic immigration in the area.
Draw held on February 8
The results of a draw in which 1,034 individuals were asked to apply for permanent selection by the Minister of Immigration, Francization, and Integration on February 5th were made public by Quebec on February 8th.
Candidates needed to meet all three of the following requirements in order to be eligible for an invitation during this draw:
- Attain a French oral proficiency level of 7 or higher according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
- Possess a valid job offer outside the Communauté métropolitaine de Montréal territory.
- Achieve a score equal to or greater than 613 points.
The Échelle québécoise des niveaux de compétence en français is Quebec’s framework for assessing French proficiency levels among adult immigrants.
Draw held on February 22
Quebec revealed the results of its February 22 draw, in which 1,007 individuals were asked to apply for permanent selection, after the draw on February 8. The invites were based on information that was taken out on February 19.
Candidates have to score at least 608 to be eligible. They also had to fulfill the following eligibility requirements:
- Attain a French oral proficiency level of 7 or higher on the Échelle québécoise des niveaux de compétence en français (Quebec scale for adult immigrants) or its equivalent.
- Possess a valid job offer outside the territory of the Communauté métropolitaine de Montréal.
Afterwards, candidates who were invited through one of these Quebec draws can submit an application for a Quebec Selection Certificate. Before submitting an application to the IRCC for permanent residency, candidates who plan to immigrate to Quebec must first get this certificate.
Manitoba
Updated results from a recent draw held by the Manitoba Provincial Nominee Program (MPNP) were made public by Manitoba on February 28. This draw is consistent with the special immigration measures that the province administration implemented in reaction to the current circumstances in Ukraine. The MPNP issued 155 Letters of Furthermore, advice to Apply in compliance with exceptional immigration measures specified by IRCC for persons impacted by the situation in Ukraine. The Manitoba government’s determination to use proactive immigration measures to overcome the issues presented by the Ukrainian situation is reflected in the fact that these notices were sent to qualified individuals.
Prince Edward Island
The Prince Edward Island Provincial Nominee Program (PEI PNP) conducted its smallest draw on February 29 since October 2023. This pertains specifically to the quantity of Labor and Express Entry invitations extended during this particular draw. A total of 24 invitations were sent out to candidates working in the healthcare and construction industries during this draw. This marks the initial occasion where Prince Edward Island has conducted three Provincial Nominee Program drawings in a single month. The last instance of such frequency was observed in November of the previous year.
